Detailed introduction is as follows:
I. About the Scholarship

4. Education Model:
According to the requirements of this scholarship, Shandong University adopts the “1+1” education model. In the first academic year, students will complete the full-time study of main courses, field study and research at Shandong University, and prepare for the dissertation. In the second academic year, students will return to their home countries to complete the dissertation based on their own working practice, and come to China for the dissertation defense according to the requirements of Shandong University. Those who pass the defense are qualified to be awarded the degree.
5. Scholarship Type: Full Scholarship
II. Eligibility
1. Applicants must be non-Chinese citizens in good physical and mental health and be under the age of 45 while applying for the programs.
2. Applicants must hold a Bachelor’s degree or above, and must have working experience for over three years. Applicants with study or work background related to the applied master programs are preferred.
3. Applicants must meet one of the following four requirements on qualification:
① civil servants of government agency at home country (deputy director level or above, or its equivalent);
② senior manager of enterprises or other organizations;
③ administrator of universities or research institutions;
④ people who have working or internship experience in international organizations.
4. Applicants must hold the Pre-admission Letter issued by the International Admissions Office of Shandong University.
Note: Applicants must also meet other requirements specified in 2023 Application Instructions for International Students (Master Programs) .
III. Application Documents
1. The biographic page of the applicant’s passport (personal ordinary passport must be valid until at least October 31st, 2023).
2. Bachelor’s degree certificate.
3. Transcripts of all courses taken when pursuing a Bachelor’s degree (the official seal of the school must be affixed).
4. Two recommendation letters from a professor(s) or associate professor(s) related to the applied major (or equivalent professionals with relevant academic title). Referrer’s name (signature), title, institution, phone number and email address are required on the recommendation letters.
5. Resume.
6. A Personal Statement in English.

7. Language proficiency proof.
The language certificate must be within the validity period at the time of application (The certificate is usually valid for 2 years). If applicants provide the proof which states that the entire program was given in English, it has to be issued, signed and stamped by the university that administered the program.
8. Foreigner Physical Examination Form.
Applicants must take physical examinations in strict accordance with the requirements of the Foreigner Physical Examination Form, which must be fully filled in (please click the link to download the template:https://www.istudy.sdu.edu.cn/info/1267/3354.htm). Incomplete forms or forms without signature of the attending physician, hospital stamp, and stamped photo will not be accepted. Please ensure the physical examination remains valid during the application as the result is valid for only 6 months.
9. Certificate of No Criminal Conviction.
Applicants must submit the certificate of No Criminal Record within the valid period issued by the local Public Security Bureau. Generally, it should be valid within 6 months before the date of submitting the application.
10. Certification of employment.
Applicants must submit the certification of employment with employer’s signature and stamp. The certification should include the personal information, year of working, current position which should meet the job position requirements of the program.
11. Table of contents and abstracts of academic publications (if applicable).
12. Other supplementary materials required by Shandong University.
IV. How to Apply
1. Online Application
① Applicants must log in on the Chinese Government Scholarship Information System (http://studyinchina.csc.edu.cn/#/login) before April 30th, 2023 to submit online application together with all of the required application materials.
② Applicants must have got the Pre-admission Letter issued by the International Admissions Office of Shandong University when submitting applications. To get the Pre-admission Letter of Shandong University, please send the required application materials to admission@email.sdu.edu.cn and indicate “Youth of Excellence Scheme of China Program” on the subject of the email. Shandong University will issue the Pre-admission Letter according to the review results.

2. Way of Acceptance
The China Scholarship Council will accept individual applications directly, and will review the materials submitted by applicants before organizing experts to review.
V. Review and Admission
1. The application materials will first be reviewed by the China Scholarship Council.
2. China Scholarship Council will organize experts to review the application materials. The final admission results will be determined by the experts.
Note: Final admission will subject to expert review results. Shandong University will not recommend applicants as other Chinese Government scholarship candidates before the results are released.
