Chinese Government Scholarship “High-level Postgraduate Program” is based on the principle of “individual application, institutional recommendation, expert evaluation, competitive admission” to select international students with excellent academic background, professional ability and future development potential. Shandong University will recommend qualified candidates, and the experts from China Scholarship Council will make the final admission results.
I. Scholarship Description
1. Supporting Categories: Master students and Doctoral students
2. Duration: Consistent with the study duration specified in the admission notice in principle.
3. Language of instruction: Chinese or English
4. Scholarship Coverage:
(1) Tuition fees;
(2) Free university dormitory or accommodation subsidy;
(3) Living stipend:
Master students: CNY 3,000 per month
Doctoral students: CNY 3,500 per month
(4) Comprehensive medical insurance:
CNY 800 per person per year

II. Eligibility
1. Applicants must be non-Chinese citizens in good physical and mental health and possess a valid foreign passport.
2. Degree and age requirements:
Applicants must hold a Bachelor’s degree or an equivalent qualification, have excellent academic performance and be under the age of 35 when applying for Master programs;
Applicants must hold a Master’s degree or an equivalent qualification, have excellent academic performance and be under the age of 40 when applying for Ph.D. programs.
3. Language requirements:
For programs taught in Chinese:
(1) Applicants must have obtained 180 points or above in the HSK 5 test when applying for Master programs;
(2) Applicants must have obtained 180 points or above in the HSK 6 test when applying for Ph.D. programs.
(3) The only exemption from providing the Chinese proficiency test requirement is for applicants who have obtained their highest degree in an institution where the primary language of instruction is Chinese. The official proof must be submitted.
For programs taught in English:
(1) Applicants whose native language is English are exempt from providing English language certification.
(2) Applicants whose native language is not English are required to submit the results of the IELTS (6.0 or above), TOEFL (80 points or above, SDU’s DI code: C296), MyBest Scores (80 points or above), Essentials test (8 points or above) or other equivalent certificates of English proficiency.
(3) Applicants whose native language is not English and who have obtained their highest degree in an institution where the primary language of instruction is English, do not need to provide IELTS/TOEFL scores, but must submit a letter of proof, signed and stamped by the administering institution, stating the entire program was delivered in English.
Note: (1) Applicants must also meet other requirements specified in 2023 Application Instructions for International Students (Master Programs) and 2023 Application Instructions for International Students (Ph.D. Programs).
(2) Except for requirements of English proficiency, applicants who want to apply for a Master degree in clinical medicine taught in English must have obtained HSK Level 4 (180 points or above, the certificate is usually valid for 2 years).

V. Application Procedure
1. Application Acceptance Agency: International Admissions Office of Shandong University
2. How to Apply:
Step 1: Complete the online application on the Chinese Government Scholarship Information System (https://studyinchina.csc.edu.cn/#/login) and print out the Application Form for Chinese Government Scholarships. When filling in information online, please use the following information: Program Category, Type B; Agency No. of Shandong University, 10422.
Step 2: Log in to SDU Online Application System for International Students (http://www.apply.sdu.edu.cn) to fill in personal information, upload the required documents and complete the online application. Paper application documents sent by post are not required.
Note: Applicants must apply in the above two application systems, or your application will not be accepted by Shandong University.
Step 3: Pay application fee 400 RMB (The application is invalid for those who have not paid the application fee. Once the application fee is paid, it will be non-refundable.)
VI. Application Documents
1. Application Form for Chinese Government Scholarships (filled in Chinese or English).
2. The biographic page of the applicant’s passport (personal ordinary passport must be valid until at least October 31st, 2023).
3. The highest education certificate which has been notarized.
If applicants are current students at school, they must submit the pre-graduation certificate or official proof of student status by their current school.
4. Academic Transcripts (from the undergraduate program onwards).
The scanned transcripts shall include the academic records from first to last semester during the undergraduate, master's (if any) and doctoral (if any) stages. The transcripts shall be issued and sealed by the academic affairs department, postgraduate department or relevant student management department of the university. Only Chinese/English transcripts are acceptable. If the transcripts are in a language other than English, an English translation shall be provided and notarized.
5. Language proficiency proof.
The language certificate must be within the validity period at the time of application (The certificate is usually valid for 2 years). If applicants provide the proof which states that the entire program was given in English or Chinese, it has to be issued, signed and stamped by the university that administered the program.
6. The pre-admission materials are the pre-admission notice issued by Shandong University.
7. Study plan.
Study plan written in Chinese/English (more than 1,000 words) shall be submitted, and the study plan written by the applicants applying for the doctoral degree must be signed by the Chinese supervisor.

8. Recommendation letters.
Submit the recommendation letters issued by two professors or associate professors, which shall describe the applicant's learning objectives in China, the cooperation between the supervisors or the exchange between universities both in China and abroad, and the evaluation of the student’s comprehensive ability and future development. Recommendation letters can only be written in Chinese or English.
9. Foreigner Physical Examination Form.
Applicants must take physical examinations in strict accordance with the requirements of the Foreigner Physical Examination Form, which must be fully filled in (please click the link to download the template: https://www.istudy.sdu.edu.cn/info/1267/3354.htm). Incomplete forms or forms without signature of the attending physician, hospital stamp, and stamped photo will not be accepted. Please ensure the physical examination remains valid during the application as the result is valid for only 6 months.
10. Certificate of No Criminal Conviction.
Applicants must submit the certificate of No Criminal Record within the valid period issued by the local Public Security Bureau. Generally, it should be valid within 6 months before the date of submitting the application.
11. Applicants meeting the following conditions must submit the required documents which include but not limited to the following:
(1) Residents of Chinese mainland, Hong Kong, Macao and Taiwan who have emigrated to other countries and are applying as international students should submit:
(a) A certificate of annulment of Chinese citizenship.
(b) A certificate of annulment of Chinese Household Registration.
(c) A certificate to prove foreign nationality.
(2) A person who has acquired a foreign nationality at birth, both of whose parents are Chinese citizens and have settled abroad or either of whose parents is a Chinese citizen and has settled abroad, and is applying as an international student should submit the following materials:
(a) A certificate to prove that the applicant obtained foreign nationality at birth.
(b) A certificate of permanent residence of the applicant’s parents (Chinese citizens) in a foreign country before the applicant’s birth, and the passport biographic page or I.D. card of the applicant’s parents (Chinese citizens).
12. Proof of employment (if applicable).
13. Table of contents and abstracts of academic publications (if applicable).
14. Other supplementary materials required by Shandong University.
VII. Application Instructions
1. All the uploaded documents must be in Chinese or English. For documents in other languages, scanned copies of the original documents and the notarized translations in English or Chinese must both be uploaded. Please scan the original and notarized application documents in color using a scanner. Images captured by mobile phones or cameras will not be accepted. Handwritten documents will not be accepted with the exception of the Foreigner Physical Examination Form or signatures.
2. Incomplete applications will not be processed.
3. Shandong University reserves the right to require applicants to provide the original/notarized paper documents or the certification documents issued by the designated certification authority for further inspection.
4. Given that some countries' higher education systems are very different from the Chinese education system. Applicants from certain countries should refer to Annex.
5. Applicants should ensure that the application information and application materials provided are authentic and correct. Once the admissions or certification department verifies that certain information or material in the application is incorrect or fraudulent the application or admission will be canceled. In the case the fraud is discovered after the student commenced his/her studies, it would lead to expulsion.
6. The awardees of the Chinese Government Scholarship shall not hold other scholarships established by the Chinese governments at all levels and the admission institution at the same time. If any violation is found, the Chinese Government Scholarship qualification will be canceled and the scholarship already received must be returned. Those who deliberately conceal their financial support are not allowed to apply for Chinese Government Scholarships within three years besides disqualification.
VIII. Review and Recommendation
1. Shandong University is responsible for reviewing the application materials and approving the list of recommended candidates for the Chinese Government Scholarship “High-level Postgraduate Program”. The successful candidates are selected after being reviewed by experts from China Scholarship Council.
2. The International Admissions Office of Shandong University will issue the pre-admission notice for the recommended candidates, and guide them to fill in and submit the online application.
